Property owners who receive an Authorization to Proceed are responsible to carry out work in accordance with approved plans. The enforcement of Article 6 of the Baltimore City Code happens through a partnership with the Department of Housing and Community Development.

Property owners who undertake work without an Authorization to Proceed or carry out work that does not match the work approved in the Authorization to Proceed are likely to receive a Stop Work Order and a civil citation.

REPORTING PROCEDURES

Property owners who fail to comply with the Authorization to Proceed review process may be reported by calling 311. Click here to make your report online. (click 311 online and report the violation under Construction without a Building Permit). The 311 report number and description of the violation observed should be emailed to the CHAP staff. All reports are anonymous.
